Ginsburg Responds to Questions on Managed Care Providers

HSC President Paul Ginsburg responds to questions from Senator Max Baucus (D-MT) on managed care providers' market leverage and ability to negotiate favorable rates, and payment rates relative to Medicare fee-for-service. Ginsburg was asked by Senator Baucus, ranking member of the U.S. Senate Finance Committee, to comment on changes in private markets and the effects on managed care providers that HSC researchers were documenting in the Community Tracking Study (CTS) Round 4 community-level site visits now underway. The Senator's questions relate to a hearing convened by the Finance Committee on April 3d, 2003, "Purchasing Health Care Services in a Competitive Environment," and were entered into the record by Senator Baucus.
