Director of Qualitative/Site Visit Research

The Center for Studying Health System Change (HSC), a nonpartisan research organization known for high-quality, timely and objective health policy research, is seeking a person to lead its qualitative research activities. An important part of HSC's reputation as a source of unique insights into the workings of the health care system comes from its qualitative/site visit research. These activities include the Community Tracking Study site visits, which have analyzed the financing, organization and delivery of health care in 12 communities since 1996, and smaller qualitative projects. The smaller projects have ranged from a project exploring these same issues in depth in California, funded by the California HealthCare Foundation, to one examining an initiative by a hospital system to improve access for the uninsured in communities it serves, to studies of how physician practices organize coordination of care and use electronic health records.

Candidates should have a background in research on the financing, organization and delivery of care, some of which involves qualitative/site visit research and an ability to lead large project teams, assure quality throughout the project, especially written products, and supervise junior researchers and research analysts. Business development experience is a positive. The director is expected to have substantive involvement in some of the research, either as a lead investigator or as a collaborator with others. Excellent written and oral communication skills are mandatory. The director is expected to author or coauthor publications and make presentations on the substance of HSC research to a range of policy and industry audiences.

Candidates should have a doctoral degree in a relevant field and at least 8 years of research experience. Consideration will be given to those with a master's degree and additional relevant experience. This position will report directly to the HSC president.

Located in Washington, D.C., HSC has a current staff of 22, including nine senior researchers in the fields of economics, sociology, medicine, political science and health services research. We focus on objective, timely, and policy-relevant research and emphasize aggressive dissemination to policymakers and other stakeholders. HSC is funded from diverse sources, including major health care foundations and agencies in the U.S. Department of Health and Human Services. HSC is a sister organization to Mathematica Policy Research, a leader in evaluating the effectiveness of local, state and federal health, human services and educational programs.

Health Policy Analyst

The Center for Studying Health System Change (HSC) in Washington, D.C., is seeking a Health Policy Analyst to participate in policy analyses in areas such as the organization, financing and delivery of health services, health care costs, quality of care, and access to care by low-income persons.

Major Responsibilities

The Health Policy Analyst collaborates with the Director of Policy Analysis and researchers to conduct rigorous data- and research-driven policy analyses on a wide variety of health topics. The Analyst participates in all phases of the policy analysis process, working with senior collaborators to identify topics, conduct literature reviews and develop analysis plans. On some projects, the Analyst schedules and participates in interviews with policy experts and takes notes during interviews. On other projects, the Analyst identifies and collects relevant quantitative data. The Analyst also collaborates in conducting qualitative and quantitative data analyses and drafting written publications based on the findings, and may participate in client briefings and other presentations. In addition to these responsibilities, the Analyst participates in writing proposals, developing budgets and tracking project costs.

Qualifications for Position

  • Master's degree in public policy, public health, economics or related discipline with superior academic record
  • At least 2-3 years of relevant work experience, preferably in health policy analysis
  • Exceptional writing skills, preferably with experience writing about health policy topics
  • Excellent oral communication skills and keen ability to deal tactfully and diplomatically with others
  • Strong applied quantitative skills
  • Strong organizational skills with demonstrated ability to work efficiently, accurately and independently

Health Research Analyst

The Center for Studying Health System Change (HSC) in Washington, D.C., is seeking a Health Research Analyst to participate in research on how the health system is changing and the effects of these changes on health care costs, quality, access and care delivery.

Major Responsibilities

The Health Research Analyst will contribute primarily to qualitative research, although there may be opportunities to participate in quantitative research. The Analyst participates in all phases of the research process, working with researchers to identify research topics, develop analysis plans and interview protocols and conduct literature reviews. The Analyst schedules and participates in respondent interviews, takes notes during interviews and codes interview data. The Analyst also collaborates with other research staff in analyzing findings and drafting written products, including issue briefs and peer-reviewed journal articles. In addition to research responsibilities, the Analyst participates in writing proposals, developing budgets and tracking project costs.

Qualifications for Position

  • Master's degree in economics, public policy, public health, statistics or related discipline with superior academic record
  • At least one year's experience in a similar setting is preferred
  • Background and strong interest in health services and policy research
  • Strong organizational skills with demonstrated ability to work efficiently, accurately and independently
  • Excellent written and oral communication skills and keen ability to deal tactfully and diplomatically with others
  • Strong computer skills; familiarity with qualitative analysis software a plus

Health Research Assistant

The Center for Studying Health System Change (HSC) in Washington, D.C. is seeking a Health Research Assistant to participate in research on how the health system is changing and the effects of these changes on cost, quality, access, and service delivery.

Responsibilities

Health Research Assistants participate in all phases of the research process. General duties include performing literature searches and reviews; gathering a wide variety of health-related information by telephone, Internet searches and other means; participating in the writing of analysis plans; and preparing the results of research for presentation and publication. Other duties may include project management and proposal writing.

The Research Assistant will be assigned primarily to qualitative research projects. He or she will participate in planning, scheduling and conducting site visits and telephone interviews, and will contribute to qualitative data analysis and the writing of reports and journal articles.

The Research Assistant also may work on quantitative projects, where he or she will use a variety of quantitative data sets, will work with programmers to generate data for analysis, and will assist senior research staff in analyzing the data results and writing reports and journal articles. He or she also may do some programming using SPSS, SAS or STATA, and assist in managing quantitative data sets.

Qualifications

  • Bachelor's degree with excellent academic record
  • Coursework in economics, public policy, health policy, or social sciences
  • Strong organizational skills and attention to detail; ability to work well independently and with others
  • Excellent written and oral communication skills
  • Strong computer skills (including proficiency in Microsoft Excel, PowerPoint and Access)
  • Coursework in econometrics or statistics and experience using statistical software packages (SPSS, SAS or STATA) desired
